Office Location Eskom Rotek Industries SOC Limited House No 5 Corner Lower Germiston Road And Hunslet Road Rosherville Johannesburg Email Address phalattb@eskom.co.za Scope Details Description of services required for Logistics Multi Axle Department to include Cross borders. • Route Feasibility Studies • Accurate and recent Route Clearance Reports with a validity of 3 months and be provided immediately after service has been rendered. • Bridge Inspections and Clearance • Abnormal Load Vehicle Weighing • Abnormal Load Escorting • Civil Works were required • Municipality clearance payments • Cross border abnormal transport requirements SCOPE OF WORK FOR LOGISTICS MULTI AXLE IS BROKEN DOWN INTO Route Feasibility Studies The Supplier will confirm and identify the characteristics of new and existing routes in order to ascertain the feasibility of these routes for use in Logistic Multi Axle Abnormal or Super Load Transportation of loads as per TRH 11and Eskom Rotek Industries Requirements in terms of Height, width and tonnage. Such feasibility studies include. • The Physical route condition surveys and reports. • The Bridge conditions, pavements and route conditions. • The Geometric surveys of the designated route intersections • The Height and Width of all bridges to cater for multi-axle equipment along these routes. Route Clearances Once a specific route has been considered feasible, the assigned service provider must carry out a route clearance which is a specification requirement for vehicles in excess of 120 / 125 tons Gross Vehicle Mass and a complete Analysis of the road and bridge structures throughout the designated route will be done to meet requirements. The Department of Transport certifies, verifies and approves all civil structures on abnormal load routes exposed to abnormal traffic. The supplier will work in conjunction with DoT to visually inspect all civil structures along all designated routes used by the Logistics Multi Axle equipment through • Accurate and recent Route Clearance Reports with a validity of 3 months • The provision of propping or other bridge strengthening measures if needed. • The Analysis of load and trailer combinations. • The precise and detailed driving directions for the route. • The conducting of Traffic Accommodation Studies. • The recommending of conditions essential for the safe passage of the load, including speed limits and central tracking criteria. • The liaison with Service Providers in the event that height of width restrictions needs to be removed and replaced after each load. • The liaison with provincial and national authorities, as well as town and city councils. • The escorting of Super Loads when necessary • The Post Movement Reports (if requested by the authorities) • The deflection Measurement Surveys (if requested by the authorities) Abnormal Load Weighing The Service provider must have a weighing division that utilizes weighing mats in order to be able to weigh often excessively wide Abnormal equipment’s and Super Loads. The permanent fixed weigh bridges are usually too small to weigh such large vehicle combinations whereas weighing scales are portable and can be utilized and the weighing teams can be dispatched to any site to weigh any vehicle combination as needed. The equipment’s need to be calibrated on interval specified by the OEM and the certificates should be submitted. Independent Escorting of Loads It is a requirement by government departments or authorities, that larger loads (Super Loads) are escorted by the route clearance company to ensure that the conditions of the Route Clearance are adhered to at all times Such conditions can include • Traffic control and monitoring as a safety measure. • Enforcing Speed Limits (70km/hr. 40km/hr. 5km/hr.) as per permit requirement and specification.
