Office Location Eskom Rotek Industries SOC Limited House No 5 Corner Lower Germiston Road And Hunslet Road Rosherville Johannesburg Email Address phalattb@eskom.co.za Scope Details INTRODUCTION Eskom Holdings SOC Ltd and Eskom Rotek Industries Logistics Services multi axles have a 10 year contract “Haulage and related services for the transportation of loads above 32 tonnes,” for the period, 20 January 2017 – 19 January 2027.The existence of an internal SLA agreement between ERI Logistics and ERI TSS and ERI TGS binds ERI Logistics services to supply transportation services for abnormal load cargo as and when required, to be transported to various sub stations and power stations. Logistic Lowbeds currently is servicing Eskom moving abnormal loads in the form of transformers, rotors, reactors and stators to various power stations within the borders of South Africa. There are currently no existing contracts for the above Abnormal load permits is a function of abnormal load delivery which speaks to a requirement on allowing abnormal load vehicles to be permitted to operate on South African roads, under the extension of the NRA Act of 1996, called the TRH11. SCOPE OF WORK Provide a transport consultancy service, who will, obtain abnormal load permits for combinations (100 to 600 ton) loads as per TRH11 on our behalf. These are exemption permits in terms of the Road Traffic Act (1993 to 1996), Road traffic Regulations and TRH11.This shall be inclusive of cancellation of permits and recovery of fees where necessary when loads are redirected due to emergencies that may arise. This service shall extend to granting of permits during embargo periods to cater for emergency loads weekend travel or otherwise as may be necessary. The supplier must be able to do a cross boarder permits in terms of the Cross Border Road Transport Act 1998 and the amendments. The supplier must be compliant, i.e. inclusive of road user charges, insurance, etc. Provide annual abnormal load reports in terms of abnormal load usage on the roads and abnormal load register. Provide consultation and administrative services for • Registration of Abnormal Vehicles • Sequence Registration/ Validity of AV Registration for vehicles • Combination Registration for the fleet • Well-Ballanced Combinations Provide consultation and administrative service for -Principle Approvals on Abnormal Vehicles (When travelling solo) and Abnormal Loads (When in combinations) -Roadworthiness All work shall be inclusive of all costs, permit costs and fees, registration, administration, and licencing fees as may be necessary per load combination including municipality costs/Road Traffic Inspectors. All work shall be in accordance with TRH11 Administrative Guidelines for Granting of Abnormal load Permits PURPOSE The objective of this annexure is to guide the subcontractor when performing work for Eskom Rotek Industries SOC limited, Logistics Services, Multi Axles and Lowbed department in terms of technical specifications. This is to assist Logistics services in applying for permits to move loads across SA swiftly. AREA OF OPERATION Areas of operation will include various sub station and power stations throughout Gauteng, Mpumalanga, Limpopo, North West, Free State as well as in lessor cases Western, Northern, Eastern Cape and KZN provinces. This includes the service provision outside South Africa and to SADC countries, i.e. Botswana, Namibia, Zimbabwe, Mozambique, Lesotho and Swaziland.
